Like say a war where you can just attack the companies you don't like or want to reduce
That would make things a bit fun and interesting
a police action war like Vietnam

You can start a war and then at some point, stop attacking.

If there is no war activity for some time, the war is terminated.

If there is a president in that country, you might have a full war on your hand.
