A Trade school would work similar to the back to work school in that you convert a university into a trade school and in return every month a few low level workers will be converted into middle or high level workers.

We have an education system.
In addition to producing managers and high tech workers, it also balances the numbers of mid level and high level workers.

adding a new type of school is a cumbersome solution, lots of work and cannot get even close to the automatic monthly shift of workers that produces up to 100.000 HL workers and up to 170.000 mid level workers each game month.
