The original question was not answered.

The game recruits soldiers and officers from the ranks of medium level managers and low level workers.

In this way, they are hired when you increase the size of the army and they are back to work if you do not need them.

Educating them, would then make them unemployed if not needed.

Professional soldiers and officers never change.
They have other advantages, like freeing workers and they never cost any salaries, can be used in mobile units and moved between countries etc.
but they come at a cost.

Professioanls, from the GM. Roger that. Most countries don't like mercenaries working in their country. They could be hostiles. Adding military schools (similar to back to work schools, or war hospitals) - could give an option instead of the one currently in game, where they come from the professional class. I'm still getting my feet wet, and should not have intruded into this convo.

Professionals are cryogentic super soldiers from another galaxy. Sort of like the UNSC SPARTAN program. Their loyalty is unmatched. They fight with honor and courage all the way to the last man while causing chaos with their 600q weapons of mass destruction.
