When transferring to a member of the Empire who has reached near the spending limit cap you get a message similar to the following:

Sorry, Grand Duchy of Marshall received too many products already this month.
The market value of the selected products is 240.94B SC$. You may transfer up to a value of 229,375 SC$ to Grand Duchy of Marshall.

Suggest this be changed to something along the lines of .....

Sorry, Grand Duchy of Marshall has reached or nearly reached the spending limit cap. And etc.

The way it is written currently it looks like the country has already actually received products from another member of the Empire.
