there needs to be a change in the restrictions regarding population transfer the current system does not allow a countries population fall below 100 million and does not let it exceed 300 million this makes it impossible to transfer population in small empires because most developed countries have a population of 20 million please change this to something like not letting a countries population drop below 10 million considering thats the population of most C3s and also would anyone like to sell me some population for 2 GCs
