You can only receive an award from one world. The Security Councils should, then, operate the same way. If you are invited, you can only accept membership to one Security Council. From observation and experience, most of the Security Council members in the current system don't even vote on proposals. About 20 total members will often get 1-3 votes total for Resolutions. Having a small group of leaders control every Security Council allows abuse of power and is discouraging for new leaders. There are many good, competent and dedicated Presidents on each world to easily make for balanced, diverse, and effective Security Councils without needing to repeat leaders. |

If you're now jumping up and down saying "shut up Crafty, you asshat, what about the 5T they can give to new players..." why not just increase all new players beginners bonus by 5T. |
