Do back to work schools give a mix that includes workers, or only professionals? I've got a worker shortage (despite efficient corps). I could demote some professionals, but that seems a waste of the education I've already paid for them. So I'm wondering if I can solve my problem (albeit a little more slowly) by converting more universities to back to work schools.

Back to work schools are great. Use them it will make your economy more profitable.

When my labor market gets tight for workers, I set low level managers a little high and then "demote" them. This gives the flexibility that I need.

Yeah, I'm already using back to work schools. I was wondering if increasing the number of them would give me more workers.

Your idea of getting relatively cheap low level managers is interesting, but I'm not sure it's any different in ultimate effect than setting your educational priorities to less than 120.

They definitely do. My country is around 20M and it has +50% of the "recommended number of corporations". Special clinics are a bit of a pain though, as a rough calculation by the time my population should hit 80M I'll need over 5000.

Worker shortages would be caused by corporation efficiency probably, I have a higher demand of medium level workers then low level workers. Nurses are probably the best way to go if you need additional workers in a single sector, just keep a few thousand in reserve otherwise you hospitals might start to close down a few years later, because of a demographic hole you could create.

I found the exact opposite. Population purchases gave me a mix that matched my previous population.

Often low level workers are also the most abundant type of citizen. I had all of my strategic and high tech corporations in one place and got lots of unemployed high tech workers.

Last time I bought population my country was an impoverished shithole. Education index probably has something to do with it.
