1) I'm in the initial buildup of my first country. I keep getting 10% of this and 10% of that put into reserves for inadequate maintenance. I have a very small (but getting bigger) military. Do I simply not have enough middle managers to staff the army? The salary I'm paying government middle managers is going up.

2) I can't find any documentation on the effects of different government types. Is there any reason to change from Presidential Democracy, or are the types just for show?

1. Its means you don't have enough workers to staff your army, it takes a long time before you can really effectively buildup military force without crippling you countries economy. Work on providing good public services, and building up a good economy and budget surplus (cash) first. Then when you have a few trillion dollars and plenty of unemployed low level workers and medium level managers, then you have the option of building a army. Note a military is a huge drain on your countries economy.

2. No its just a label, its a customization feature.
