Does it make any difference to setup relief resources before disasters occur, or can you just set them up after the disaster (assuming you have enough resources)?

More people will die with no relief resources. About 1/2 mil staved to death in the case of this earthquake.

Vous - The problem can be that some products you need to build relief supplies are used by your country on a monthly basis. So you can't simply order enough and guarantee that the supply will still be there when an earthquake hits.

You could place immediate orders for products that you are short on, but they won't always go through. So basically, you may be short on some relief resources for the first month.

Or you could try to appeal your fellow players goodwill and ask for resources.

I wonder if W3C will implement my suggested improvement in sending relief.
