Shortages, mean that your population experiences brownouts and they sit in the dark.

the industry is purchasing its energy on the market.
it too, should have enough EP or corporations will stop producing.
The EP market is unstable.
some players keep EP reserves in their countries and if needed, sell their corporations if they are short. |
