To calculate the number of things needed for a 100 index

Edit 1:I originally posted transportation but for some reason it's glitchy, will update.
Edit 2:The problem was rounding errors in the trendline function of excel. So I had to use the linest function.

#Roads = Population * 0.00105
#Rail = Population * 0.00042
#water treatment = Population * 0.00000213

The graphs are not accurate so...

One hospital for 125.000 people.

needed numbers are linear up to about an index value of 100, or a little higher.

then, it is not linear any more.

While I've always made it work buy guesstimating and adjusting as needed, now I'm curious.

Does it just stop being linear and follow a mathematical equation with not further inputs, or do other factors start impacting the line such as population age or wealth?

At a certain point, in this case meaning index value, the formula diverts a bit and increasing the number of hospitals, does not have the same increased effect on the quality of healthcare.

The assumption is that health is not always evenly effective.
when resources are scarce, they are used effectively.
when much more is available, facilities become less effective.

It also makes sense in terms of the ability to invest versus the potential rewards of the investment.
Predictability of many of the parameters is also a problem.

The algorithms are however fixed.
There are no changes to the formulas.

It stops being linear in the mid 120s, but it is very subtle. Afterwards, it is a polynomial relationship. I describe it in this thread:
