I own a Ronat factory maintaince, public state corp in my country Brookston in Gr. I own 25% shares, and the corp is not upgrading pass 200 quality and efficiency. The corp has 51m in cash. Why would this corp not be upgrading, as it's on auto? I own another state corp same industry 25% shares and it has upgraded to 250 for quality and efficiency. What would be the difference stopping this particular corp from upgrading pass 200?

Currently, only public corporations controlled by an enterprise are able to upgrade to 225. Country-controlled corporations are limited to a 200 upgrade level.

This may be, but all of my country controlled public corps are at 250 with 25% controlled by my country. Theirs a ruling that says if controlling company or country owns 25% or less that the company is eligible to upgrade to 250. I just don't understand why all my corps have been able to but ronat as it's stuck at 200.

I believe you answered your own question in the text of your other post on the subject:

""Upgraded public corporations can now reach a level of 225. A level of 250 is also possible but this level is reserved to public corporations that have most of their shares traded on the market and the largest shareholder owns less than 25% of the shares.""

I checked the corp in question and indeed you own 25% of the shares. The rules are enforced quite literally, and since you don't own LESS than 25%, the corporation is not considered to be "truly" public.

But I own other country corps at 25% as majority owner and they upgrade to 250. Nara same industry is owned at 25% and I'm th majority owner. It makes no sense

You may own 24.99999% and then it rounds. Take it easy, and sell a few more shares. I usually sell until I am an extra 100k-1 million shares under 25% ownership, depending on the total number of outstanding shares.
