Is there any sort of general guideline for the score penalties one incurs upon accepting an award? How many penalty points one accumulates on which award, how long they take to go away, etc. For instance, I am right now likely to receive the lowest tier of awards for WG ~30GC, although I might sneak into the next tier. I just want to know how many penalty points I should expect and how long they will take to get rid of.

Don't remember how many points, but you lose them at about 5 per day.

Its in the docs, 1500 for top award, 500 for middle award and 300 for lowest award I believe.
