Christos | Sunday, March 30, 2014 - 07:12 pm The indexes that count are the average indexes of all your countries (you have 4) and not the indexes of just your leader. You're below the targets in Health, Education and Cash Level. You can check all this out in the "Indexes" tab at the top of your country screen. |

Andy | Thursday, May 15, 2014 - 06:29 pm Fortifications are responsible for many war index points. You need to purchase fortifications. If your country was not involved in war, and has no current war damage, probably fortifications are the only way. You can check the details on the war page. |

hymy | Friday, September 19, 2014 - 07:19 pm The average numbers of the the countries in your empire are what counts. That country you just took, probably keeps you back. You can either pump out it's resources and dump it. Then you would level up. OR you must bring it's indexes up too. |
