Hello i've been playing for almost a month now and i've been looking around but can't seem to find it. So i would like to know how do i set the budjet?

Let the game set budgets for you. Read the documentation and it explains. As long as set budget is close to real anticipated spend (from last year should be same ish) then you will have no issue.
