I was wondering: I know that if a town or city in your country has an active defense garrison and that town or city is attacked in war, your defensive air force will retaliate against the attacking forces, but what if a target in your country is attacked and it has no garrison, does your air force still respond to protect it?

Yes. If land units attack, you helos will respond. If air units attack, your interceptors will attack.
