Specifically, you don't have enough Medium Level Workers, High Level Workers, Low Level Managers, Medium Level Managers, High Level Managers, Executives, High Tech Engineers, High Tech Seniors, or High Tech Executives. In other words, the only classes you have enough of is Low Level Workers. I'm not sure why you think you have more than enough workers? If you scroll down and click on the link to "Employment Index" (or click on Departments -> Labor -> occupation and income statistics), it tells you the total number of employees, unemployed number of employees, and number of employees required for 100% hiring for EACH class of employee. You have to have enough workers in each class to maximize hiring. If you only have 10% of the required High Tech Engineers for a corporation, then it will only staff the corporation to 10%, leaving all the other classes as unemployed. (It's the same analogy as if you were building a car. It doesn't matter how many engines, doors, windshields, or seats you have. If you only have 3 steering wheels, you're only going to build 3 cars, and have a whole lot of leftover parts). I'd recommend you close your two state corps when it allows you to do so, significantly raise your education index (to at least 150 or so), and buy a couple million population so as to full staff the existing corporations that you have. You will usually profit significantly more from having a private corporation than a state run corporation in your country, and it's significantly more profitable for you to have 16 fully employed corporations than 20 - 30 semi-employed corporations. |
