Do LLW workers ever enter the education system? I have waaaaay too many of them and I just seem to get more and more of them every time I buy population so I can get more corporations. It hasn't always been this way. I used to have to tweak their numbers. Anyone else having this problem?

My Kind of Town has 850,000+ LLW
Lemba has 590,000+ LLW
