What effect does Quality have on arms and ammo? Are higher quality weapons more effective in combat?

I've been making weapon and ammo companies and contracting the production to myself... I am trying to figure out whether it's worthwhile increase quality or just keep it low to minimize costs.

Actually, now that I think about it a little more, what effect does Quality have on ANYTHING? Like, hospitals. If I'm building a bunch of hospitals in my countries, is there any benefit to buying the high quality expensive ones?

Set quality to 100 for orders for your country.

Don't bother contracting ammo to yourself--just let the corps upgrade, sell to the world market, and order your own ammo from the world market at 100 quality.

Damn. It gives me a headache to think of all the money I've wasted buying stuff way above market price.

If quality has no effect they should either get rid of it or make it do something IMO. It's just a noob trap right now.
