I'm still orienting myself in the game and having fun, but with a couple of nagging mysteries.

My employment stats show tons of people in various categories as being unemployed, but in other places the game tells me that only a few are available.

For example, I tried to build a hospital, and the game told me that only 410 low-level managers are available when in my unemployment stats it shows 17,284 low-level managers are unemployed. What am I missing?

Another mystery is how the news feed will tell me I need more railroads but then when I go to the transportation page it tells me I don't need more railroads.

It's always good to have more miles of railroads than what is actually needed. I like to run all my transportation indexes around 150. Everyone has a different idea of where they want theirs, but all of them are at least a little over 100.

If you go to the important things to do page, and go into change workers, it'll tell you your unemployed workers, pending workers needed, and workers needed for 100% employment. When building hospitals, schools, etc., it will calculate all of these and subtract them from the total unemployed to determine how many are actually available.

Nothing. You are simply misinterpreting. You need 410 LLMs for each hospital you build.
