Well I forgot I need a War Index on 55%, mine is 50% right now.
I bought some military equipment to raise the index, but nothing happened, and I had to sell it all again to prevent the country from going bankrupt.

you dont need more miltary for the war situtation index, first you need to get 150 forts, so your index goes up to around 99-100 |
