I sent you an offer, although I would strongly advise you not to trade LLWs for skilled professionals. Instead you should improve your education system (anything below 180 is unsufficient if you ask me - and 180 is just barely sufficient - 200 would be more appropriate for a country your size), adjust your education priorities and wait until you train these professionals needed. Otherwise you're tanking your population and setting up your country to fail in the long run.

The reason for your shortages is your low education index (118 is way too low).

Thanks Chris. You warned me of this before, now I see the results of not listening to good advice. It seems like I have been "chasing my tail" to offset the lack of skilled workers - however, one needs more than just teachers to keep a University running - if one does not have any Hi Tech to speak of, one is stuck - simply cannot build, even though the need is there. Still, great advice - I will follow it.
