The Athretvarian people are grateful for this honor and opportunity. It is our belief that the purpose of the Security Council has always been to promote and ensure the peaceful and prosperous development of Little Epsilon. While we are well aware of its failures and flaws, the Security Council's potential for good remains available but little used. The Security Council maintains a current treasury of greater than 500 Trillion for the explicit purpose of providing development aid to struggling countries on LU. We have seen only a few attempts to provide this aid, and most of those attempts have been rejected by general vote. We believe those rejections were based on the applicant country's violation of several unwritten rules for country's seeking "development" aid. In an effort to make this aid more approv-able to the general membership, Athretvari will submit and promote applications for aid to countries that meet the following requirements: 1- Game level 1 or 2 2- War level 0 or 1 3- Education, health, and transportation indexes no greater than 130 4- Country profit no greater than 10 Billion 5- Country debt (including loans) no greater than 4 Trillion 6- No strategic weapons 7- Not in active or declared war 8- Country population no greater than 40 million 9- No greater than 2 countries in LU empire 10- World ranking no higher than 60 IMPORTANT - Please remove all financial and defense secrecy parameters for the duration of the application process. It is imperative that you allow for review of the country's complete economy, including your military expenditures. The application process can take several realworld days. It requires a vote to approve the aid by the Security Council and then a general vote by all the presidents on LU to approve distributing the aid to your country. You should prepare for your country's parameters to change in that time, making your country more or less "in need" of aid in the eyes of other presidents. A rejection of aid should not be viewed as an offense, but rather as an affirmation of your country's capabilities. There are a few seats which rotate based on time spent on the world/log-in data, etc., or whatever other 'criteria' are used...basically, of the 15 seats, a handful are in this group of 'floaters'. Anyhow, good luck with getting more good Proposals done, however, would have to challenge this "list of 10 criteria" for what is required to get Security Council Proposals made, as there only seems to be a couple of those that are actual 'restrictions' imposed by 'Gamemaster'.
- Not "Game Level" of 3 or above
- "Net cash" less than 2T SC$
Have not actually seen the Proposals be rejected for other than those two reasons, but obviously there may be more. |

Not sure about that accomplishment in the near future with the competition. (What's in the water in the Green Paws Empire?! Athretvari wants some. Insane. Seriously, send us some of that water!) CP, the list is definitely more restrictive than documented SC requirements for proposals. These are the requirements for proposals I'd like to submit and advocate. I've personally voted against a few proposals because the aid apeared to be more 'debt relief' for war or weapons over-expenditures by countries that look like they should be experienced enough or capable enough to help themselves, as opposed to real 'development aid' for a new struggling country to invest in infrastructure. I dont support aid for countries that spend their money on an unrealistic military. I'm imagining there are others that have also voted against aid proposals for some of these reasons. I'm hoping that proposals meeting these restrictions will be looked upon more favorably by the general assembly. Part of the problem has also been the security settings. I automatically vote against aid for countries hidding their numbers. Just dont know what I'm really voting for. I'm also really hoping that Fed and CM chairs get their recruits and new members to use the forums more. ("Team Building Exercise" --Besides, we (read I) need more healthy countries to build in. Gotta get the newbies ramped up and requesting CEOs!) I'm trolling my region and continent for newbies with potential, throwing corps their way unsolicited and encouraging them to visit the forums. Hoping to get them interacting before they get bored just clicking and waiting for things to happen. |

The only way I can think of to get around it is getting the word out. (short of the GMs providing a more explicit way of getting (esp. new) players to the forums) I encourage everyone to start a massive diplomatic "meet and greet" with every lonely country in their regions, gift them a few corp builds (even if their tax is still pegged at 30 and thier indexes arent perfect), drop a few pointers (my favorite is, "lower taxes entices investment, and investment is money!") and direct them to the forums. |

I'll start by checking countries in my immediate home region to find potential beneficiaries and encourage interaction. I'll then begin on other areas. Did they fix it so SC members get notice of SC voting, like one does with general voting? |

Remember they think nukes are strong as god and 4T turns you into a superpower. What the GM needs to do is leave voting up to the top 20players of the world and the SC. Between 28 people there should be enough to vote yes to get it passed. I was talking to a free player and he said he got 3messages about voting for the SC devolpment aid. This is good but he said he voted no because the other guy had a 13M pop country and was only 500B in debt he said there was no reason for him to get 4T. The rest of us know that 4T is penny's in the bucket when paying debts and building a nation but to them its game changing turning someone into a superpower. Anyways if i find someone to send here for help i will, but this is just GM food for though |

Voting SHOULD be restricted to SC and top players who understand the game better. David Walker (Little Upsilon) | Saturday, October 8, 2011 - 07:59 am I think it up to us to get the right message across to all players to vote yes, perhaps mentioning at the time of the proposal to say, they should ask as well. That is probably the only guaranteed way we have of advertising the possibility to them. The aid I proposed is currently 41-34 in favour so we have made some progress. Some players also wrote to me with comments and I replied. The president who aid is concerning is deacxtivating military units etc and refocusing on economic growth. I think it is positive that we have more requests and that even if we just scrape through, it is an improvement. I suggest when we propose in the future, we include a little statement at the bottom encouraging other new players to come forward and not just vote down the aid. |

I believe each and every country pays a small amount into this fund, and it is such a small amount per country that you wouldnt notice it. It really does boggle the mind why people would vote no to 5T, hardly a fortune even to a new player, but it sure helps if spent wisely. Sometime I forget to vote at all, but I dont vote no. All candidates should get advice on how to get their economy going too, its stupid to receive 5T and go buy a load of guided missile frigates. |

For the SC to be giving out free cash these recipients need to held to strict guidelines for using this aid as development. I understand it is a drop in the bucket but this multi-hundred T$ cash fund the SC is holding could be also used in other ways. Like supporting countries that get nuked by players like JHE. I would like to see the SC get more involved in helping quell situations like these and use some of this cash it has sitting around to fund these operations. Lets help all the players that deserve it. New and old alike. |

That generally means a very new player. I suppose if a player is nuked, they could meet the requirements. I wish new players would be encouraged to talk the SC by the automation features. Most of the occasions by the time they figure it out, they are at game level 3 already. |

I say, give 5T to every new player who says they want to try to learn the game. If they use it right, it will help. If not, then we will know what they intended to do and they will leave the game because it did not work anyway. 5T is not enough to purchase weapons to get to WL3, especially for someone new. And there is no way they could then take a player controlled country with those weapons. |

Completely agree. Though, the current maximum allowed appears to be 4T SC$ and the country must meet the absolute basic requirements set by the Security Council automated-system, otherwise, it's not even possible to make a proposal. Those requirements have changed occasionally, and may continue to do so. |

All i was suggesting is that the SC and the top 20(being they are exp and know how the game works) would be able to really help the new players and be able to have better judgement on these issues The Resolution was a proposal by J. Skullz with the following motivation: Newer player having some trouble w/ Economy. Needs some help to correct the ship. 4T will give him a good start and some advise probably couldn't hurt as well. The Security Counil accepted the proposal. 2 council members voted for the proposal and 0 council members voted against it. General Voting is possible until 6 Nov 2967 24 presidents voted for the resolution and 17 presidents voted against it. You voted for the resolution. New player has done nothing but build indexs, invite CEO, and he even sold off his military(weapons wise) in attempts to really try to get out of the 2T debt hole hes in. My question is why is it getting voted down if hes doing everything right? Again new players don't want anyone getting free money, simple solution top 20voting, that's the reasoning behind my post |
