Quinton, you seriously need to find your education pages and sort it out. A 40 something education index is very poor. Equalise the individual indexes of the 3 school types, in your case, build universities in 'united cities of america'. Work to getting all three equally above 100.
Totally re-do your education priorities for worker types. There are loads of threads about education priorities, use the keyword search to the left there <<< . Follow the advice about having the priorities total 120.
DONT build anything unless you have sufficient people to staff it. So start by having high priorities for your teachers and uni teachers, and then build more schooling. Maybe close a couple of your less good corps, like fruit and potassium to give you a few workers of each type to work with.
