Most people are going to vote no if the country you vote up does not at least set their finances/assets to be visible. Most people, including myself, are not going to vote yes to aid to a country that we aren't even sure needs money. For all we know the country could have 10 trillion in assets.

Also, few people will vote no if military viewing is open. The people of LU want to distribute money for making stronger nations and building the world economy, not support some accumulation of military assets.

When we can see neither, there is no reason to give out 'developmental' aid.

There is a very simple way to see the amount of assets a country has. Click on the nominal value next to the country's name in the list. You should also realize that the game itself prohibits development aid for countries that have more than a certain, fairly low, amount of assets (I don't remember how much).

Furthermore, why wouldn't you want new players to spend the money on military assets? Would you prefer they not defend themselves?
