Due to the large size of my empire, I have decided that if you are a new player looking to expand I am willing to walk you through taking a better than c3 country that has workable index and good private corps. I will place you into a federation and teach you some things, after you will be free to leave once i hopefully see that you are capable of doing the right thing with the country politically and socially, something I lacked as a new player. I hope to help you advance and maintain an interest in the game and avoid common mistakes made by new players that often have negative consequences.
