If any one willing to provide stable workforce at salary level 300, I can move up to 12 per country.

Actually the game will only allow you to move 6. It is 12 in countries you own.

When I said I can move 12 per country I meant exactly that. I did it to make sure people understand I have 2 enterprises as mentioned in original post, thus I can move 12 per country |
