| Tuesday, January 27, 2009 - 04:01 am Under the game mechanics, there is no world government other than the security council. Therefore NLUO *cannot* be a world government unless a majority of the LU presidents agree to allow it that power, and I think it's rather obvious -- and has been rather obvious -- that that's just not happening. It doesn't waddle like a duck, it doesn't quack like a duck, it's not a duck. Is it a goose, er, a federation? Beats me. I don't really care about feds on LU other than my own and LDI.

I know I said I didn't want to have anything to do with NLUO, but I have to point out the inaccuracies. Calling for all of LU to vote in the elections (yes I voted), means you want whoever has the popular vote to be the chair of whatever region etc. Now, Grayson might have done some things that you didn't agree with, but don't most RL world leaders? If you're going to encourage all of LU to vote, then you should accept who they vote for. If you are not happy with that then perhaps you should protect the voting page to not allow non-members the opportunity to sway votes. That is all, iwin

ShcysMattiCa, an individual, has been able to frequently cause waves of weapons purchasing. This is not a form of governing. It is a form of influence. King Hezekiah, an individual, has been able to generate enormous volumes of forum activity. This is also not governing. By drowning out other forum activity the forums have less influence on the game. The effect is to reduce coordination among people playing Simcountry. In most groups of humans social norms help to regulate activity. Social norms are not a form of government but can provide some of the services governments try to provide.

Until recently ,ShcyzMattiCa and KING Hezekiah had been pushing for a NEW WORLD ORDER(GOVERNMENT) called the NLUO. I was elected chairman. i knew this would never happen. so i made a policy to STOP trying to Force it on people and to just Grow as a fed.. well the afore mentioned peoples didn't agree . so i posed this question to the LU for final analysis. and you being a new comer have hit the nail square on the head with "A world government in this game would fail in a heartbeat. Those can be important benefits but the true benefit is in learning the economic side of the game. That is a the true challenge here and honestly, the econ side is a little harder right now than when many of us first started.

The debates last 6 LU Months, and the Voting last 3 LU Months. War on Terrorism Act: Created by The Little Upsilon Foundation who specializes in Foreign Policy, and Chaired by King HezekiahE-United Israelite Empire. This act determined that any aggressive acts by a nation without any diplomacy or Simcoutry Forums debate, and LU World community public opinion is considered a terrorist regime, and will be added to this site: http://www.luterrorists.webs.com/ This act also enacts the Cold War Act, and Problem reaction Solution, and last Order out of Chaos to enact the NLUO World Government. This act would bring more power to the Security Council, and it's resolutions. This act would also stop unwarranted boycotts to oppressed nations by terrorism. This act also allows for war with any nation listed on the terrorist site with a majority vote by the Center Chamber for the sake of peace and order. Cold War Act: The Cold War Act was enacted by the War on Terrorism Act. This act caused the United Israelite Empire to blockade Etruria to expose terrorism on LU to the LU Community. This cold war was basically a dimplomatically fought war. It exposed terrorism and needs to be continued. The Security Council Integration & Revelance Act: This acts allows more power to go to the LU Sercurity Council, and allows the LU Security Council to intergrate into the NLUO World Government with 8 NLUO Members as members of the LU Security Council. This act makes the LU Security Council Resolutions, and boycotts against another country more relavant and enforceable via dilpomatic means such as the Simcountry Forums, peace treaties, Presidential boycotts, and military means. This will make the LU Security Council more transparent, and accessable to new nations as well as established nations. The Little Upsilon Security Council The Security Council has 539.61T SC$ in cash. 5T SC$ is reserved for accepted proposed Development Aid programs. The Security Council has primary responsibility, under the Charter,for the maintenance of international peace and security. It is so organized as to be able to function continuously, and a representative of each of its members must be present at all times at Security Council Headquarters. When a complaint concerning a threat to peace is brought before it, the Council's first action is usually to recommend to the parties to try to reach agreement by peaceful means. In some cases, the Council itself undertakes investigation and mediation. It may appoint special representatives or request the Secretary-General to do so or to use his good offices. It may set forth principles for a peaceful settlement. The LU Social Justice Act: This act bannes all discrimination of nation whether they be new nations or veteran nations. Words like "Noobs" Assphat" will be subject tot public ridicule under this act. This act can be enforced via diplomatic means on the simcountry forums, and Presidential Boycotts, but not limited to Military Action.. The Federation Integration Act: All nations apart of the NLUO who belong to a federation that fedeartion integrate into the NLUO and follow it's policies. The federation nations apart of the feds in the NLUO will be subject to NLUO policies. It will weaken the federation as a single entity, but strengthen it as a unit of the NLUO War machine. Operation 60 Year Sleep Act: Operation 60 Year sleep is the policy that the NLUO members will follow from March 3 2353 to March 3 2413. We will all not engage in foreign policy on the simcountry forums or any foreign policy for 60 LU Years. We will not war with any presidents at all for those years to build and grow. You can attack country's without presidents, but clear from presidents and their nations.. The Common Market Integration Act: All nations apart of the NLUO who belong to a Common Market that common market must integrate into the NLUO and follow it's policies. The common market nations apart of the common markets in the NLUO will be subject to NLUO policies. It will strengthen the common market system as a single entity, but weaken the world market which would yeild cheaper prices over all for al nations on LU. WAR POWERS ACT: No war with a nation ,however small, who has a President can not be conducted without the approval of the Elite Party with a majority. The elite Party can not conduct a war campaign with out the majority approval of the Inner Party, and the Inner Party cannot wage a war campaign without the approval of the Outer Party with a majority vote. The Outer Party can not wage a war campaign without the approval of both the Inner Party, and Elite Party with a majority vote. The Masses party has no power to wage war. Nuclear war is the last option if conventional war doesn't get the required reaction from the party involved.
