RTFP!!! for the country name.
Now I am just curious here... Mr31 has been banned from having nuclear weapons by a security council resolution passed by majority. Yet here he is apparently willing to sell them to someone else. Shouldn't being banned mean you can't build, buy, sell, own or give them away? Seems to me they should also be destroyed automatically so there are none left when the ban is lifted.
Just my two cents worth.
