The PRESIDENT call for a meeting with the National Security Council to assess the situation o on the Security concern in the country.
The MINISTER of NATIONAL DEFENSE reported that these opposition members are infiltrating many government agencies to influence government workers to uprise against the administration.
The MINISTER of NATIONAL DEFENSE assures the President that the people of the State of Marcos pledge their allegiance to the President even the Business community.

MINISTRY OF NATIONAL DEFENSE
The President call for a meeting with the National Security Council headed by the Minsiter of National Defense, Ministers from Foreign Affairs, Justice, and Civil Service Commission.
The Minister of National Defense reported the following.
a) The State Armed Forces successfuly neutralize the sympathizers. There were 4000 surrenderers that are now detained in the National Penetentiary specifically to the Special Prison located in a secluded island. There were asking for Presidential Clemency so that they could start a fresh beginning as a law abiding Citizen
PRESIDENT rejected the Presidential Clemency for now.
b) the Minister of National Defense also reported that Rebellion throughoit thd country is ended. However to ensure stability and rebellion will no longer prosper. He directly ask the President declaration of Martial Law hence granting the President powers to enact and suspemd any laws operating throughout the land
PRESIDENT RESPONSE: I order the Executive Secretary to consult with the House Speaker of the Congress on this matter.
C) The Minister of JUSTICE and the Solicitor General defended their case before the Supreme Court. The Justices of the Supreme Court questions of laws why rebellion is a proper criminal liability on the opposition. The opposition defendedthat there is no crime in expressing political view and grudges in the government and it is not a crime for a certain person to fought something that is against the human rights. The SOLICITOR GENERAL disagrees He said "It is true that yhere no crime to express an opinion in fact the Constitution guarantees it hiwever when an opinion becomes a fuel that express to destroy a legitimate then it is no longer within the bounds of legal right to expression therefore anyone who abuse a right for the sake of destabilizing a legitimate institution is tantamount to rebellion. The PRESIDENT welcomes the decision of the Supreme Court on it's decision for conviction of those who are disloyal to the Sovereign and Legitimate State.
It is truly lend into substance that Freedom is not a FREE TICKET to be use a machinery for destruction.

And We find it disturbing that members from the Intelligence Agencies of my fellow friend, His Majesty King Joel is called for an investigation and observation here in the State of Marcos without permission from the government nor send any letter from the Ministry of Foreign Affairs. With this, The office of the President is open for any dialogue on this.
We understand that it is an obligation to protect our people wherever our people travel in and our of our boundaries. Though it is every state discretion to imposed travel ban. May I reiterate that my administration is committed for the safety of every people in and out of the country for whatever purposes of travel in the State of Marcos. I assure everyone that the government is committed to preserve the enjoyment of the people of their basic human rights enshrined and protected by the Constitution.

With the recent destabilization and disloyalty to the legitimate and soveriegn State of Marcos and With the unwavering support of the People of the State of Marcos
I, by the power vested in me by the Constitution, I formally invoked the declaration of Martial Law to the entire State of Marcos
This proclamation attached with this Presidential Letter of Instruction.
1)Ordering all government agencies and personnel to strictly followed our commitment to the International Declaration of Human Rights
2)Orderding the Ministry of National Defense and it's attached agencies to strategically sent our troops to the borders of different point of entry and xit in every cities and towns
3)Ordering the Ministry of Foreign Affairs to secure our borders against any foreign aliens tryin to provoke or disrespect or interfer to our internal affairs unless otherwise the foreign alien ask for permission to the President and the President approved such permission
4) Oderinng the Ministry of Education to strenghten our Education System, And include the Military Reserve Personnel Training Programs to the curriculum.
5) Ordering the Ministry of Health to established more Specialized Hospitals and grant 200000 Medical personnel scholarships per year.
6)Ordering the Ministry of Social Security to create institutions that will cater fisplaced citizens and increase social benefit to the citizens
7)Ordering the Ministry of Food Security and Agriculture and Science to allow advanced farming without compromising health risks
