| Wednesday, June 8, 2016 - 04:44 am This is absurd, since when are there prerequisites for handing out aid? Large empires can also be crippled financially, even more so after the recent meltdown.

What i posted is directly from simcountry. I also asked for a direct message so i know i received the request. If you find that absurd, you should submit a proposal to the GM's.
