That is the great thing about a free market society. You can chose to sell things or not with no reason other than because. I chose to sell plutonium only to those countries that already have a nuclear program. |

You can sell to any of my countries or enterprises;
West Haven is my main, Corporate Supply Company and Economic Solutions are my Enterprises. All 10 of my countries have Nuclear capacity.
