You actually bring up a great point that is an issue that many newer players run into that could honestly use some polishing by the GM to make information presented a little more clear in pages.

Weapons that you may have deactivated in your Army pages for defensive and offensive aren't all of your weapons. Think of them as weapons sitting at your bases that are either ready to be deployed (active) or those that are still in storage (inactive).

In addition to that stockpile, you have your fully deployed military units, your divisions, air wings, etc that do the actual moving around and fighting in conflicts. Those are all considered active weapons but their weapons don't show up with your stockpile totals, so it can seem like your weapons are all in storage when in reality you have many roaming around your country in fully assembled units.

The game actually starts new players off with a military of fully assembled units that it deems good enough to win a War Level 0 war with a C3 as a tutorial of sorts. The downside is those assembled military units that you start with carry high maintenance costs, particularly the offensive air force units.

If maintenance cost is a concern, which obviously it is because every right thinking player wants to keep a balanced ledger because you can't do much long term if you are losing money, a straight forward way to do that is to dismantle those military units, after which their individual weapons will appear in your standard army stockpile pages. It is worth noting than an inactive weapon does still carry a maintenance cost of ~ 1/4 the cost of an active weapon so often it is preferred to straight up sell the weapons on the open market rather than just deactivating them.

Most of this however is generally geared towards players that play on all worlds besides FB however. The world that you are playing on is considered the pvp world, and honestly while I wouldn't tell a player 'don't do that', I would recommend starting on another world and getting more familiar and comfortable with running a country including the military before venturing over to FB. Most players will still leave you alone because they understand that you're just getting started, but only takes one loose cannon on FB to ruin your play experience.

The maintenance cost of the army should decline slightly with some reduction in the cost of ammunition.

the cost of maintaining the army can however fluctuate with the market price of some items that might be in short supply and increase in price.

if you want me to look into it, please let me know where it is.
world name, country name will help.
