I graduate around 5,500 High Texh engineers a month. The number of unemployed hasnt increased for 3 DAYS and the number NEEDED for full production is slowly increasing(6,500.)

Whats going in here?

No one can look at this without you posting your country/world. However, professionals retire every month. Also, the number needed could be increasing as you upgrade your corps. Upgraded corps require less workers overall, but do need more highly skilled workers.

It is now at 5,800 graduating a month and 7200 needed for full production.
Sure, I understand corps being upgraded will require more high skilled workers, however, this seems way off for a population of 38 million.

You changed the priority on them a few months ago, and your total number of engineers in the country has increased the last few months. However, the main issue I see is that your education index overall is low, and falling. This effects the quantity of professionals you will train, but it also effects your welfare index.

I suggest reading the following old, but I believe still accurate article on the welfare index. I would recommend an education index of closer to 130, with other indexes as required to bump up welfare.

What happens depends on the numbers needed in all professions and the numbers hired each month which is not easy to see.
The numbers you show are not very large and the math does not always add up as there is always some movements between groups of workers.

The numbers of workers needed and available are not showing here but if many are needed and not available, some professionals will become workers.

You just need to make sure that all groups have (many) more unemployed than the numbers needed.
If this is not possible, you will need to wait for population to grow or reduce the number of corporations by 1 and see how it evolves.

If the numbers of available and needed are close and generally less than 20-30 thousands, reaching 100% hiring in corporations is difficult.
