You know how to set education priorities, right? Go to your education screen, jack up teacher priority to like 20-30. 100 teachers should be able to get produced in a month or two, no need to pay GC.
Also, if you're going to pay GC, set your sights a little higher. You can get 10,000x the pop(1M people) for 6 GC by buying pops off the GM.
