In automation, there's a function that allows de-activated weapons (due to lack of manpower; I think that's the only reason weapons deactivate) to immediately turn on when someone war decs you.
I don't know how it applies really - I guess the country introduces a draft in the event of crisis or something.
Weapons don't move around the map automatically though, I don't think. |
