I know there is a basic difference between monthly and one time military spending. I keep checking my annual financial statement, and see there is allot of military spending, however I am not seeing an increase in actual military units, such as fighter jets, cannons or ammo, (not that I see anyway). Plus my supply units are not replenishing my current land and air units, so I know that there must not be any new units purchased. These are offensive weapon purchases, not defensive.

How could I be spending billions in weapons and not see an actual increase in military hardware, or is there another area I'm missing?

units use a monthly 'training' amount of ammunition.

Probably what you are seeing is the cost of this ammo that gets used every month, the game will automatically order ammo for your country to keep you in supply of this training ammo.

Must be gold tipped ammo.. should I adjust my trad strategies to lower the Q of just the ammo, or should I figure a way to change the water mark.. I don't think it's letting me just stop the ordering until I feel I need it

You can set the Q of ammo bought, use the trade pages. The game has recently been updated to ensure the country always orders ammo it uses. This is probably a good thing to stop you building up large defeceits which would hit you with a v large bill out of the blue.
