As far as I know, Cargo Shuttles always remain in the account. If you intend on selling one, you need to use the direct trade option from the portal.

RPH: Yes, they are "free-floating", and do not belong to any single country, but to the account. They can be accessed thru the 'space program' tab at the portal ('show cargo shuttles') . They will be at one of your spaceports on one of your planets, but operate independently of it.
