First,
Optimize your employment to achieve 90+ %.
Optimize your corporations to increase their profit.
Make sure your country welfare index and mainly the corporations welfare index are at 120+.

Then,
try to have all your corporations private or public.
This will tremendously increase your country income.

The most profitable countries in the game have all these parameters in place.
