The sovereign nation of The New Republic of Wisconsin and the United Socialist States of America as a whole, member nations including The New Republic of Wisconsin, The Commonwealth of Virginia, and The New Republic of Illinois, will commence widespread expansion of the U.S.S.A. and socialism in general in the Scorfu region of the Lacerta continent of Kebir Blue as soon as possible. Player controlled countries will not be attacked, merely C3s. The U.S.S.A. is open to negotiation as to location of attacked C3s, however, no treaty will be considered until a nation has achieved war level one.
