Hi, I am considering attacking a bordering president. He is currently sitting on 3.5t in cash and 2t in ammo. Low defense index (7ish) and offensive index is 15. I don't believe he is very active as his rank has been steadily falling.
So what will be different between attacking a president from a C3, other than the 3 months delay? Anything I need to be aware of? |

well I doubt he is war level 3 since he is a beginner so you cant declare war... both of you have to be war level 3 and out of secured mode to go to war. |
