How? It varies every month with the price of AF/gasoline, military supplies, military services, ammo and wages. And prob more I'm not thinking of right now.

Why would maint cost need to vary? Why would the cost have to vary at all? It's maintenance, not services, not supply and nothing needs gas. It's a guy with a dust rag, wire brush and perhaps some grease and paint.

There could be a break down of maintenance costs per month. For ex. I'll stock 5 years worth of AF/gasoline/military supplies,so that cost can already be factored in for 5 years, so it should be very simple.
Regardless of that, there should be base values in place. For ex. an interceptor wing should cost $100M SC per month to maintain. The game prolly has a predetermined value for AF/gasoline/military supplies/ammo each unit will use per month, so shouldnt be hard to do.

Shouldnt be hard to work out for yourself.

You have the staffing levels, the salaries, the monthly ammo used in training, the monthly use of military supplies, gasoline, AF, and the overall monthly cost of military, broken down into def, off and strat.

As the last will show you, it varies a fair bit from month to month.

I would ask why you would want this. But hey, I realise its not for me to put down others ideas, so sorry, guess I'm just playing the Devils advocate.
