Always. This is the reason why you can say C3's have around 3T x time ago. Or 10T y time ago. Or w now. Doesn't take a genius to figure that out. The cash level reference for C3s is what has changed many times. For the last two years, changes occurred with 6 months of difference. |

The primary change is a total removal of cash when countries reset. In October and November you could observe countries with 10T and "abandoned by the president". After they became fully c3 most of the cash was still there. Now the cash is gone at the same time the country comes out of secure mode. |
