Anyways Roswell has reached lvl 3 even under stalins,and his many pets embargos.So as you can see he is not intimadating as you think,just consider him a cat that got wet as I do.A small,minor problem.
I know thats one big crap pile to have to walk around,but hey it's better than steppin in it,lol!

If thats truly the case you would have no need for building your own fed. You would either join one or remain a peaceful independent. Not to mention if its because you want to grow your country you can also join a strong commonmarket. thats how you build friendships and a country.
But instead after all the proclaiming you did about becoming powerful blah blah blah you still insist on building a fed.
A fed is built for 2 reasons one to protect and two to go to war when the need arises.
All I have seen from you is loud mouth remarks and then when called on it you play the Im sorry card.
I mean comon get real what do you really have to offer some noob in your fed? Especially since you are still a noob yourself. What are you going to advise these fedmates on? You couldnt even win a war against a C3. Comon how fair is that to these new players. They need a true leader not some wanna be.
The best thing you can do is give up this dream of having the power trip of having your own fed. Instead try to find a good fed and commonmarket and learn from true vets. This way you can learn, still be protected and have the friendships you are looking for. Only trouble is finding a fed that will take you after all the bridges you have burned is going to be your biggest challenge.
Until you take this approach, attitude, and new approach towards the game. I will always veiw you as the the little loudmouth noob who crys wolf.
