One of my two countries continuously as a positive financial statement, but seems to be hemorrhaging money for reasons I don't understand.

There are no military units left apart from bases.

I've been building corporations and working to keep unemployment low.

Any thoughts as to what I could look into or work on?

Not everything your country buys is accounted for in the finance index.

The thing to do is look at your cash log. It's in the Finance statement menu on the tab "Cash log" the "spending tab" might also be helpful. \qoute

Ah, yes, it is buying huge amounts of construction. Perhaps I should build more construction corps? I have two already.
