Dumb question,
If a country has all enterprise corporations, will that have an affect on your war index?
Since 20 index points are lost when all of your factories are destroyed, if there are none, what happens? Thanks |

I don't believe you can cause damage points if there are no eligible factories, and, on the flip side, I don't believe you start with 20 damage points if you lack state factories.
It is easier to defend your country if you lack state corps. |

The index has a dependence on the number of state corporations.
Not on the number destroyed.
you will start with a smaller war index.
I realize that you could argue against this way of computing the war index.
same with fortifications.
