There are two free ways to do so. One is an exchange of population between countries in an empire. The function is in the empires menu. You can move up to 1.000.000 people each game month, provided the contributing country keeps a minimum of 35 millions after the transfer. The receiving country should not end up with more than 600 millions. The transfer function tries to compute proportional numbers matching the numbers of people in each age group. The other way is to exchange professional. you can transfer people from specific professions. (The function is in the labor menu). If you transfer between countries in the same empire, you can transfer up to 400.000 each game month. There is no need for mutual transfer and no permissions as you own both countries. You just need to have enough people to transfer. If it is a transfer between unrelated countries, you can make an offer for a transfer but the president of the country you want to exchange with, must agree to the proposal. Better talk to them before you make the offer and agree on the numbers. In such transfers, numbers are up to 200.000 and there must be transfers both ways. the numbers of people moving is not the same in both countries. The numbers depend on the professions involved and their salaries. The procedure computes the total salaries of all involved and wants to have about the same amount on each side. Not exactly the same amount but with some margin. when you make the offer, and it is strongly unbalanced, and refused by the game, you will see the salary amounts on each side and you can make corrections. Once accepted by the game procedure, you need the other president to accept. The other president gets a message with the offer. All this might be more than you asked for but this is basically how it works. |
