Hi there. I'm trying to increase my war index to reach Game Level 3 but have no idea how to go about doing this. Building a Navy Group didn't change it at all, and I'm unsure where to go from here. I would appreciate any tips.

The 'war index' or rather the 'war situation index' is different from the 'Defense Index' which is what you're referring to. To increase the war situation index you will generally need to build defensive fortifications, 100 - 150 should do.
