I have turned off Education automating help and for some reason my index is still rising and it's been over 1 game year.

Is there something else I'm missing?

If your Education index is rising, but your numbers of Elementary Schools, High Schools, and Universities, are all steady. Then you probably have a declining number of young people.

We are all experiencing a decline in youth population numbers right now, as part of the demographic re-balancing that is currently underway.
