If you're not playing with the App, the automation tab is just above the country map on your "My Country" page. However, the game seems to constantly reset the automation parameters for you... in particular areas. I believe that ends at 120 days/game level 4. Either/Or.
Yes. The automation is designed to keep you from having problems. Before you change something, make sure you know why you are changing it. An ounce of prevention is worth a ton of headache powders.
